A feature request. I'd be interested in helping out if I could do so but it's not on my priority list.
Other content management software often provide ready-made tags that have already been filled in by other users. I'm sure we are all aware that asking users to just type the right thing often introduces issues (space or hyphen?).
Not sure if I understood you correctly: Where do you think the tag suggestions would be helpful in the MediaCore interface? Should the base install already provide 'ready-made' tags, is that a central web API or instance specific?

In the logged-in uploads. I also think they should be present for the public upload.

Actually, I do think there should be a way for admins to define some from the settings. But really I think that users, once they have entered a tag, should be easily available to consequent users who want to identify their videos with the same tag.
Typing is error prone. So I'm thinking something like autocomplete.
